[T]he poor suffer from three main problems: their own poor impulse control or decision making; a culture that encourages poor decision making; and limited means, which give them no buffer against the results of their poor decision making.She goes on to note that conservatives try to change the first two variables; liberals, the third. The corollary: liberal policies that encourage poor decision making are just as bad as conservative policies that would eliminate buffers.
